Arranged Employment for FSW: What a Job Offer Is Worth and When It Counts
A Canadian job offer is worth up to 15 points on the FSW grid — 10 under arranged employment plus 5 under adaptability — and can waive the settlement-funds requirement. But "I have an offer" and "I have a valid offer" are different claims, and IRCC recognizes exactly four situations in which the points apply.
What every valid offer must be
Before any situation applies, the offer itself must be for work that is full-time (30+ hours/week), continuous and non-seasonal, lasting at least one year after you become a permanent resident, in a TEER 0–3 occupation — and IRCC must be convinced you can do the job and get licensed if the occupation is regulated in Canada.
The four qualifying situations
- Working in Canada on an LMIA-backed permit. You hold a valid work permit issued on a positive Labour Market Impact Assessment, work for the employer named on it, and that employer offers to keep you on as a permanent resident.
- Working in Canada LMIA-exempt under an agreement. Your permit is exempt through an international agreement, a federal-provincial agreement, or significant benefit to Canada; you've worked for that employer at least one year, and they've made you a qualifying offer.
- Abroad (or not working in Canada), with an LMIA-backed offer. The classic overseas route: an employer obtains an LMIA and offers you the role. No work permit needed.
- Working in Canada LMIA-exempt outside those categories, with a different employer's LMIA-backed offer. The narrow crossover case.
Notice what's absent: a plain offer letter from a Canadian company, with no LMIA and no qualifying permit behind it, scores zero — the single most common false hope in FSW planning.
The licensing clause people skip
For regulated occupations — engineers, nurses, physicians, electricians in most provinces — IRCC must also be convinced you'll be able to become licensed or certified once in Canada. An offer for a regulated role without a realistic licensing path can fail even with a valid LMIA behind it, so check your profession's provincial regulator before leaning on those 10 points.
