The FSWP is Canada's pathway for skilled workers applying from outside the country: no Canadian job offer, study, or work experience is required. It is one of three Express Entry streams, alongside the Canadian Experience Class and Federal Skilled Trades. Scoring 67 makes you eligible for the pool; an invitation to apply then depends on your Comprehensive Ranking System (CRS) score.

Why the FSW pass mark of 67 points decides everything

Sixty-seven is fixed in regulation. Unlike the CRS cut-off, the FSW pass mark does not move between draws — 66 points is refused, every time, regardless of occupation or country. Clearing 67 gets you into the Express Entry pool; it does not get you an invitation to apply, because that is decided by your CRS score out of 1,200.

The six FSW selection factors

• Language — max 28. CLB 9 or higher scores 6 per ability, CLB 8 scores 5, CLB 7 scores 4. A second official language at CLB 5 in all four abilities adds 4.
• Education — max 25. Doctorate 25, master's or professional degree 23, two or more credentials with one of three years or longer 22, three-year credential 21, two-year 19, one-year 15, secondary school 5.
• Work experience — max 15. One year 9, two to three years 11, four to five years 13, six or more 15.
• Age — max 12. Full points from 18 to 35, falling one point per year to zero at 47.
• Arranged employment — max 10. A valid, continuous, full-time, non-seasonal offer in TEER 0 to 3.
• Adaptability — max 10. Canadian work or study, a partner's language or Canadian history, a relative in Canada, or a job offer — capped at 10 however many apply.

Federal Skilled Worker Eligibility Requirements

Before calculating your points, make sure you meet the eligibility requirements. There are four in total, covering language, work, education and funds.

• CLB 7 in all four abilities — IELTS 6.0 or CELPIP 7 in each of reading, writing, listening and speaking, on a test under two years old. Nothing is averaged; a single CLB 6 blocks the application.
• One year of continuous skilled work — 1,560 paid hours in one TEER 0–3 occupation within the last ten years. Documented self-employment counts; volunteering never does.
• A completed credential — Canadian credentials qualify as-is; foreign ones need an Educational Credential Assessment from an approved body such as WES, valid five years from issue.
• Proof of settlement funds — about CAD $15,000 for one applicant, scaling with family size and updated by IRCC yearly. Waived only with a valid job offer plus authorisation to work in Canada.

FSW calculator — common questions

Can I apply for Canada PR without ever having been to Canada?

Yes. The Federal Skilled Worker Program is designed for skilled workers applying from outside Canada. No Canadian job offer, Canadian study or Canadian work experience is required, though each of those adds points if you have them.

Do I need a job offer for the Federal Skilled Worker Program?

No. A valid job offer is worth up to 10 points on the 67-point grid plus 5 adaptability points, but most successful applicants have no job offer. Since March 2025 a job offer no longer adds CRS points.

What is the difference between the 67 points and the CRS score?

They are separate systems. The 67-point grid is a pass or fail eligibility test scored out of 100 that decides whether you may enter the Express Entry pool. The CRS is a ranking out of 1,200 that decides when you receive an invitation once you are in the pool. Its cut-off changes every draw; the 67 threshold does not.

Is 67 points enough to get an invitation to apply?

No. Scoring 67 or more makes you eligible to enter the Express Entry pool. Invitations are issued by CRS rank, so a candidate can clear 67 comfortably and still wait a long time, or never be invited, if their CRS score is low.

What disqualifies you from the Federal Skilled Worker Program?

Four requirements sit outside the scoring: CLB 7 in all four language abilities, one year of continuous skilled work in TEER 0 to 3 within the last ten years, a completed credential with an Educational Credential Assessment if it was earned abroad, and proof of settlement funds unless you hold a valid job offer and are authorised to work in Canada. Failing any one makes you ineligible regardless of your total.
