CLB to IELTS Conversion for Express Entry (Plus CELPIP and PTE)

Every language requirement in Canadian immigration is written in CLB — Canadian Language Benchmarks — but no test hands you a CLB score. Here are the exact official conversions from IELTS, CELPIP and PTE Core to CLB, and what each level is worth on the FSW grid.

IELTS General Training → CLB

IELTS bands convert to CLB differently for each ability — listening is the outlier, requiring 8.0 for CLB 9 where the other three need only 7.0:

Read it as thresholds: a band at or above the number earns that CLB. So IELTS 8.0 / 7.5 / 7.0 / 7.0 (L/R/W/S) is CLB 9 across the board, while 7.5 / 7.5 / 7.0 / 7.0 is CLB 8 / 10 / 9 / 9 — the 7.5 in listening falls short of CLB 9's 8.0 and drags that one ability to CLB 8.

CELPIP-General → CLB

CELPIP is the easy one: from level 4 up, your CELPIP score is your CLB level, ability by ability. A CELPIP 9 in speaking is CLB 9 in speaking. (CELPIP 10, 11 and 12 all map to CLB 10+.) Many applicants find CELPIP's scoring less punishing than IELTS listening's 8.0 requirement for CLB 9 — if you've plateaued at IELTS 7.5 listening, switching tests is a legitimate strategy.

PTE Core → CLB

PTE Core, accepted for Express Entry since 2024, uses a 10–90 scale with its own IRCC conversion — roughly: CLB 9 requires 89 / 88 / 90 / 89 (L/R/W/S), CLB 8 requires 82 / 78 / 88 / 84, CLB 7 requires 71 / 69 / 79 / 76, and CLB 5 requires 50 / 42 / 51 / 59. Check IRCC's published equivalency table for your exact scores, as the per-ability bands are narrow.

What each CLB is worth on the FSW grid

Mixed levels score per ability: CLB 9 / 9 / 8 / 8 earns 6+6+5+5 = 22. A second official language at CLB 5+ in all four abilities adds a flat 4 points (French via TEF Canada or TCF Canada for most readers — which in 2026 also unlocks the lowest-scoring category draws, as covered in FSW draws in 2026).

The jump worth paying for

Moving every ability from CLB 7 to CLB 9 is worth 8 points on the 67-point grid — the single largest gain available to most applicants — and dramatically more on the CRS, where language multiplies skill-transferability combinations. In IELTS terms that jump is 6.0-across to 8.0 / 7.0 / 7.0 / 7.0. If your budget allows exactly one investment in your application, a language-test retake nearly always returns more points per dollar than anything else.

Scores are valid for two years from the test date and must be valid on the day you submit your profile and the day you apply after an invitation — book retakes with that runway in mind.
